Prohibition to Live among Allah’s Enemies

The Messenger of Allah (sal Allahu alaihi wa sallam) said: “I absolve myself of every Muslim who resides among the Mushrikeen.” [Abu Dawud]

The Messenger of Allah (sal Allahu alaihi wa sallam) encouraged Muslims to leave the lands of the Kuffar and emigrate to the land of Muslims. This maintains the purity of their religion, makes their protection possible, and helps to avoid mishaps during Jihad. He said that he had nothing to do with/was not responsible for those who disobeyed him and chose to live among non-Muslims.

In the Khilafah of Abu Bakr (radi Allahu anhu) a couple of Muslims mistakenly got killed by the Muslim army in a night attack during Jihad as they had not emigrated to live within the borders of the Islamic state. Their relatives came to Abu Bakr (radi Allahu anhu) demanding blood money. Abu Bakr (radi Allahu anhu) paid them the compensation but told them that these are the kinds of accidents you can expect will happen when you refuse to live among Muslims.

The Fuqaha say that a Muslim may travel to and temporarily live among the non-Muslims for three reasons only: 1) business purposes, 2) to acquire that education which cannot be obtained elsewhere and is required to serve the Ummah, 3) to invite the people to Islam. One may not take one’s family along and he needs to return as soon as he has accomplished his mission.
